In my experience, when things are 100% done, clubs don't hold back in telling everyone.

How would you ever be able to know that though?

Things could regularly be 100% done and not announced for a while, you just don't realise they are 100% until the time of announcing which leads you to believe they have just completed it hence your experience suggesting to you clubs quickly announce things as soon as they are 100% done.....but for all you or I know this might not be the case
