Is it goal difference ? or is it result against the team on level points ? That's what I'm asking ? What is the actual protocol.

It's goal difference between the tied teams in the games between those teams that takes precedence - it's worded in that way to take account of there being more than 2 teams level on points. With just 2 teams tied obviously it's the result in their game that matters. Then it's goals scored in the games involving the tied teams. Then it's goal difference in all the group games.

They're hard-core fans of a team called Hajduk Split, and they hate the people in charge of HNS (the Croatian soccer federation) and the coach of the current national team. They feel the national team doesn't have enough players from Hajduk, so their thought process is basically, "if our home team isn't winning then no one gets to win". It's fucking insanity, and the rest of Croatia hates them for it.

The problem with this, however, is that this group of fans are expressing their dissatisfaction with Dinamo Zagreb chief executive, Zdravko Mamic, and with their actions they hope to show that he cannot oppress this group. Nevertheless, this is a really stupid approach to resolve that issue, but should not result in a loss for Croatia. There must be punishments of course, but to punish the entirety of Croatia for one frustrated group of fans will not prevent these actions from happening again.

Interesting. Sounds like they should fine Hajduk Split - maybe a points deduction as well if this is a second offence.
