This is an astute observation. Not an invitation to start a guessing game, but JJ's ITK (much appreciated) may be incomplete due to the media's lack of coverage of a potential signing.

£28m does sound insane but it is probably the equivalent of the £10m we paid for Bale back then. That turned out not too bad...often the high number is the total price if all conditions/milestones are met

Rose won't leave because of this signing. I get the impression from all the ITK that he might be off next summer if he's still not happy then.

Maybe DL is thinking if we pay 28M for RS now he will be worth double in a couple of seasons, or if we wait we will be paying double anyway in a couple of seasons so may as well move for him now while we still can.
