Cant be that strict surely. If Richarlison and Foyth can get work permit's then how can Lucas Moura with 36 caps not get one. Would be ridiculous.

Jesus too, he only has 7 caps now, must of been less last year. Surely it's based more on International caps, no reason why we couldn't sign pending a work permit.

They can grant the work permit anyway in "exceptional circumstances" i.e. if the player is considered to have exceptional potential etc. In practice, it just means that there's enough of a grey area the big clubs can circumnavigate the rules i.e. "If Liverpool etc. are interested then he must be good" while the smaller clubs can't.

Lucas would surely meet that criteria, playing regularly in the best team in the country winning major titles?

PSG's statement in response to news that UEFA is opening an FFP investigation makes it pretty clear that they're very much open to selling some "high valued players" in January:
