I imagine the negotiations would have been done with transparency in this regard.

"Hey Mr. Inter Chairman, let's work on a deal for Skriniar... we won't be able to officially bid until we've guaranteed ourselves EL money, but let's have a deal in place so when we likely beat Maccabi we can get everything finished pretty quickly."
