I know what you mean, but not necessarily straightfoward. eg adult season tickets in that section put them on TE - they are promised a refund if they sell. So it may well cost Spurs half the ticket price it is resold to a child, as they have to make up the difference.
I noticed this the other day - yes it is a new policy (unannounced). Nothing to do with what the original ticket was - just selling at prices appropriate for the section (hence eg available in north corners, not sidelines).

If you look at your network, and click on the name, it will tell you what you are allowed to do for then, and what they can do for you.
Bear in mind child price tickets are only available (broadly) in the north stand corners and top tier north stand, so focus your efforts there. Obvs if happy to pay adult prices then you have a wider choice.

No. Whether the original tickets were adult or child, they are sold as adult.
I guess the complication would be that you may end up with solo child tickets, which are unsellable.
You have to buy an adult price ticket for a child on ticket exchange.
