I maintain my position that we won' sign anyone this window (or nobody for the first team anyway) simply based on past experience, but Herc's ITK at least means there's a part of my being that is now starting to get hyped up.
But the Toby info is the best to hear. If he signs on the dotted line it will be a real sign to the press and our many detractors that we are able to convince the big players to stay.

Agreed on both. The returning strength to our squad, plus us hitting form has made me more relaxed about our prospects this season, so I'd imagine the club are thinking similar, especially with the crazy prices in January. On the other hand there are a lot of top quality players being mooted as moving to our rivals this window so I hope the ITK is correct and we are trying to do similar. Add one more quality attacker this window and we can easily push for as high as 2nd IMHO.
Importance of Toby goes without saying.

95% huh? Well, I'm not good at math, but for 5% to equal one full player, (as I don't think it's possible to miss out on bits and pieces of any one player), we'd be talking about having 20 targets, 19 (95%) of which will sign. 
I know how transfers work but this doesn't warrant an ITK tho.When you can't even name the team,player and position of the player but come out and say were 95% close to signing a player for which we haven't even made a bid is stupid.
I'm not doubting herc's knowledge but what's the point of given info like this? At least when others do we atleast have some sort of idea about the type of player we're after.

For very obvious reasons, stated in the rules. We cannot disclose names for very sensitive reasons. The names are known within though. I have given names before when I could.
ITK does NOT have to disclose names to get out there within seconds, and effect potential deals, especially when ‘Non-disclose Agreements’ are in place

Since you seem new around here, maybe sit back and decide if you want to hang around. This little nook in the community is for people that like things a certain way. I love speculation and consideration of possible outcomes. I like to know when the speculation is worthwhile or when it is a waste of time. ITKs give me valuable help in whether or not I should exert my energy on examining possibilities, or if I really should just sit tight and wait for the next window. Even if no names are noted, it helps me to know when my efforts are in vain or worth considering.
Herc is reliably helpful, even if it doesn't close out in the end I know whether to put that effort in during the window, or to spend my time doing other things.
ITKs are not for everyone. They are not a crystal ball, nor are they an official statement for the team, and so you need to think about whether this is for you. I know many of us have a grand time with it all.
