As others have said maybe people want to sit together and have to wait for a later selling phase. But would customers of any other business put up with the following, Spurs supporters in block 107 are paying £65 per match for a seat, away supporters in block 118 opposite with exactly same view are paying £30 per game . Why should travel costs reflect what you pay for a seat, many Spurs supporters travel miles for a home game and don't get a reduced ticket price.
It's the home prices which have to come down, not the away prices go up. The cap came in because away attendances were falling with an increasing number of clubs not taking their full allocations - the away fans are crucial to the atmosphere and the product so we had a rare case where capping the prices was good for the fans and ultimately recognised as being good for the league as a whole too.

It is like for like for away games. You could go to another ground where the circumstance is the same with home fans paying double the away fans, so don’t think you can argue that one.

Paranoia just kicked in. Im in phase 5 - could I have reserved a preferred block?! Or do I only get in on the fun when phase 5 opens?

This here really annoys me, how someone is allowed to buy a ticket in the middle of two available seats. That means 2 people wanting to sit together in the next phase will not be able to.

It says somewhere in the pack that they may make small adjustments to your seat to avoid single seats.
It’s in the how to purchase towards end of step 4, so the seat you reserve may not be the seat you end up with

I know a group, most of whom are phase 1. There is a phase 3 guy that sits with them so they’re buying a group of tickets in phase 1, leaving a single seat or two in between them in the hope that no one else buys that single seat and the phase 3 bloke can get that one. It’s not a bad idea really. Not saying that’s what happened in your pic but it’s a possibility even though it’s highly risky for that single person.
