    Sorry I got that part wrong. But he is currently 31 in England and 30 in Korea, not 32 and 31 respectively, and simply isn't 32 yet. Like people kept doing with Kane, there seems to be a rush for him to get old and decline before his time.

    No. The "old system" is the international standard (number of full years since birth), which puts him at 31. The new Korean system is number of years since conception, which puts him at 30. His DOB is 08/07/1992, so he is currently 31 and will turn 32 this summer.
