Should've always been the case because otherwise it's such a massive conflict of interests it's ridiculous.

However, as @Geyzer Soze says, it'll almost certainly make no difference because the clubs will just pay the players the difference so it's all about manipulating the accounts unfortunately.

I'm sure the clubs were in a VAT tribunal a few years back whereby Sullivan, Gold, and notably Karen Brady were all for the payments being made by the club so that they could claim the VAT back???

Both Newcastle and Birmingham claiming that the agents acted only for the clubs and were paid by the clubs (so that they could claim the VAT back and circumvent FA regulations).

Birmingham, like Newcastle, had been seeking to reclaim the VAT on fees they paid to agents, arguing that when players were signed or renewed their contracts, the agents acted solely for the club and not the players. Birmingham's managing director, Karren Brady, described by the tribunal as "a formidable woman who knows her own mind, and is determined to succeed in achieving her objectives", conducted the negotiations for the club, and she explained what happened in very similar terms to those set out by Cushing.

Don’t West Ham just buy players recommended by agents! ?

Based on their activity over the past few years I'd say it's more like they just buy whoever the fictional agents on their old copy of FM2006 recommend to them
