From the article:
Dele is also understood to be considering a change of agent from Impact Sports Management, who negotiated his last contract.

His family will help with a new deal but Dele has more than a year left on his rep agreement with Impact — and the FA are clamping down on players changing agents mid-contract.

I have been increasingly appalled over the astronomical amounts payed to players by the super rich clubs over the past few years. It was with a sense of pride I supported the Spurs policy not to follow suit. I also backed DL and MP's desire to build success rather than buy it.

However. I think of myself as a realist and that side of me, seeing how ridiculous the last transfer window was, I am seeing a future that now makes it improbable to becoming a top European club without being able to compete without paying much higher wages to keep existing players and attract new ones. As much as I disagree with huge wage increases, I see no option but to significantly raise the wages of our current players. If we don't, I fear an exodus of some of our more important players in the next window and the chances of a top 4 places receding.

Has he? Depending on your exact definition of lateley - I think he's been decidedly mediocre at best.

Whilst not the most deserving on current form he, along with Kane, is our most valuable long-term asset.

If the rise comes with an associated long term obligation and a nice hefty buy-out clause then it is win-win for us.

We know that whatever rise we offer him it will pale into insignificance when a big club comes knocking. Same with all of our top players. However, offering him a 6 figure wage would certainly help us when we're looking to sign other young prospects that the mega rich clubs can't be bothered with. The money in football now though is obscene and I hate it with a vengeance.
