The overpass was an unfinished and unused part of infrastructure for the World Cup. People were driving under it when it fell on them?

Yes, or at least hastily built and not done properly. The initial report said at least two dead and 19 injured. I've not seen any updates so far.

So it's bad no matter what. But this could reignite the outrage over the cost of this World Cup in Brazil and a return of the scenes from last summer. Especially if Brazil goes out today.

There have been protests. Its worth noting that one of the main points they have been complaining about is that one of the promises made with the bid was that there would be better infrastructure.

That was delayed and some part of the infrastructure got cut and didnt happen despite the overspending.

Transport has been the main issue with the world cup as they wanted cheaper and affordable bus fares

This is probably the worst thing that could happen before a big game and the protests could be worse than last year.

As for the bus driver thats horrible what happened

i thought the main gripe was that the Brasil government said private money would fund the infrastructure and stadiums needed for the world cup but in fact public money was used that could have been put to better use

What are Fifa going to do about the broken promises that have been made? Do they continue to monitor the work after the world cup? I have a feeling they'll just walk off at the end of the tournament and say it's nothing to do with them. They should really hold back all prize money from all future touraments the Brazil football team competes in until the work has been completed.
