Tottenham chairman Daniel Levy insists constructing new training facilities will not impact on the club's spending power in the transfer market.

Levy was at the Bulls Cross site for the start of work at the new 67-acre complex and revealed the finance is "ringfenced" so is will not affect the running of the club elsewhere.

The recent issuing of shares in Spurs was implemented so plans for a new stadium would not affect the budget for players either.

"Tottenham is a very big club and as far as this training facility is concerned we arranged the facilities some years ago so it is financed and ringfenced," he said.

Although Spurs boss Harry Redknapp will still have money to spend, Levy hopes the club can develop homegrown talent at their new training ground.

"The most important thing is bringing players through the youth system and to do that you need the right facilities, that is something we haven't had at Spurs Lodge," he said.

"Homegrown players is in the interest of the Premier League and hopefully with our new facilities we will see more players coming through to the first team.

"Every club wants to see players come through rather than buying players from other clubs. That is something we are striving for."
