This isn't much out there on this guy. But, judging by the other clubs after him, he is most definitely a future talent.

League summary:

1.HNL 2013/2014 (ongoing): 4 matches/0 goals (Hajduk Split)

Description:

Elvir is a Croatian “wonderkid” of Albanian ethnicity. This very fast winger passed through various clubs in the Rijeka region, before moving to the youth setup of the local Prva HNL side HNK Rijeka in early 2012. In the 2012-2013 season he was the top scorer of the club’s U17 team, scoring 13 goals in 26 appearances. In the summer of 2013 he moved to HNK Hajduk Split along with his younger brother Trojan – also a talented youngster. He made his first team debut on 28 August 2013 in his teams 3-1 away win against NK Lokomotiva Zagreb, coming in the 86th minute for Anton Maglica. He is also a member and one of the biggest stars of Croatia U-17 national team, but unfortunately they failed to impress at FIFA U-17 World Cup and were eliminated already in group stage.

Quotes:

“Tottenham would reportedly been given 10 million for Alen Halilovic, Bayern offers 20, and Roma gave for Tina Jedvaj more than 5. Then , Maloku is worth at least 10 million. Below is not an option.”

Oh great, another Croatian "wonderkid", haven't been linked to one of them in a long while. Obviously this deal is 100% not going happening.

His parents won't let him come to us.

The only eastern europeans who don't want to come to england.
Cameron has even discussed plans with levy to stop the huge influx of migrants from bulgaria and romania. Tottenham will simply bid for them all. It is believed that there will be an all party consensus for the plan to go ahead.

I see, but really do you think his parents will let him? Or will he have to sneak out his bedroom window
