You can’t but a player any time. But that’s a different type of rule. It’s like at a free kick, before the ref blows for you to take it, if a defender pulls a forward down, the ref can’t give a penalty.

Official can give a red card for conduct after the match is over. They certainly can issue a red card for dangerous play during the match - even if the ball is dead.
