I stood at the Paxton Road end behind the goal for many years and every time Spurs looked likely to score (more often than nowadays), the fans surged forward and it was only the safety barriers that saved us from major incidents

Totally different now as basically we can only stand in front of our seat and the barriers run full length of the row on every row so surges are a thing of the past.
I do wonder if this is only in certain areas of the ground in which case they may be more strict in the non standing areas. If so those who want to stand might need to move to standing areas as there must also be areas where people who want to sit can without any interference.
