New £5 notes featuring the face of Harry Kane have been planted in various parts of Britain. The super-rare notes could be worth a fortune to whoever manages to net one.

So a random person can just take cash, etch anything onto them in place of the actual design and spend it without anyone questioning its validity? There was no mention of the gov’t sanctioning it.

I assume they must have been issued by the royal mint so must be government sanctioned. The guy who did it must work for the Royal Mint otherwise he'd either be liable to be prosecuted for forgery or defacing the queens image if he altered an existing note.
