World Cup commentators mentioned that we are interested in him, along with a Chelsea.

Sure enough, there are English links

https://www.express.co.uk/sport/foo...-Higuain-Daniele-Rugani-Maurizio-Sarri-Update

“According to Tuttosport, Inter are not ruling out selling Vecino, despite him playing a part in securing Champions League qualification.

And they are ready to consider serious offers, with the bidding expected to start at around the £26m (€30m) mark.
Chelsea’s interest in getting Vecino on-board will be driven by Sarri, who wanted to buy the Uruguayan at Napoli.

However, Chelsea will not have it all their own way with two Premier League rivals said to be eyeing up the 26-year-old.
Tottenham are apparently keen on Vecino as Mauricio Pochettino looks to build on the success he’s enjoyed in north London.”

Just moved to Inter last summer, would be surprised if they want to move him on that quickly. Unless he was shit in that case don't know why we would want him.
Looks like Inter are about to get Nainggolan for 24 mil, I’m not sure where the money is coming from so there could be some truth in this. Personally I’m not a huge fan, he was kind of anonymous for Inter last season who, as you say, got him and Borja Valero from Fiorentina last summer. I personaly don’t believe it tho, but one can never tell.

As an aside, it’s looking more likely that Inter will get Malcom on loan for 7 mil with a 28 mil buy option.

Inter have money through their ownership. Their real trouble right now is making sure they don’t run foul with FFP.

I think it’s a compulsory purchase clause. So I’m a more like buying him for around 35-40 million - which in this market still looks decent if it’s true.

Essentially it’s to string out their spending across multiple years to not break FFP rules.

Matías Vecino. That's it. I stop at Matías Vecino. My head! I can't take another random name in the hat. I can't! I just can't.

Yep, that's kind of what I ment, Suning Group are just about to buy out Erick Thohir's 30% remaining stake in the club resulting in the group having total control. They aren't poor but they can't really spend ether.

I also wouldnt read to much into the compolsay buy options ether, they supposedly had one for Cancelo and Rafinhia as well as Telles before and didn't follow through on them. Cancelo, who we should have looked at, is going to Juve now and they are trying to renegotiate their option on Rafinhia. I still think he will go their eventually tho.

Uruguay's midfield has looked absolutely terrible so far this World Cup, may not be entirely this guys fault, but he hasn't stood out at all.

The cost of a transfer is always considered to be across the whole of the contract, it is called player amortisation. It's why people get confused about why clubs are not failing ffp. A sale on the other hand is considered a one off payment in the financials even if the payment is staggered over a number of years. Also why clubs can show big profits but really have little money in the bank.
