Following the decision passed by the FIFA Football Stakeholders Committee last year, They will be submitted to the FIFA Council for approval at its next meeting with a view to their entering into force on 1 July 2022.

Players aged 21 and younger and club-trained players will be exempt from these limitations.

Wonder how many 21 or over they have out on loan. It’s definitely a dent to the model at City and Chelsea. Effects them manipulating FFP as well. Should also mean younger players less likely to choose them.

Looking at Chelsea list of over 21 on loan to foreign clubs. Won’t make much difference as they are within the numbers. They will just loan more to English clubs. Presuming rest of the UK is classed as a foreign country.
There are 2 young players on that list currently getting rave reviews at Coventry and Huddersfield.
Is there no end to these players.

The exemptions seem to leave this as a pretty small impact. Doesn't seem to stop Chelsea from having a bunch of u21s and loaning them to English clubs.

Don't they need to spend unbroken spells at their owners to count as club developed? So loaning out all their u-21s means they lose their exemptions.

For UEFA it's 3 years between the age of 15 and 21 to be club grown. The same in their home country (or football association, not sure if Swansea or Cardiff count) to be home grown. I did think it was their 15th and 21st birthdays, but I'm not entirely certain that's the case, it may be 3 years before their 22nd birthday.

For the Premier League, it's just three years in-country, and Swansea (and presumably Cardiff) count as they play in the English league system.

Heard that domestic leagues will become the same within 3 years. So by then will be just 6 loans to anyone that will have a big impact on their model.
