Yup the confusion was because your original post said:

Phase 2 - The buildings along the high rd and the plaza.

That made it sound like the council redevelopment up to the station.

Gotcha. I meant the refurbished Warmington House, etc., to the left and right of the western stadium entrance. All clear now.

A user on SkyScraperCity called N17 Bishop has said that the cockerel will return to roof, where the sky walk hangs over the pitch. It will be a photo opportunity.

Gentlemen, can anyone give any insight as to what is happening on the pitch?

I first thought it was being covered to allow materials and equipment to go back on top, but is seems fairly clear; then i thought maybe the cranes in the north stand were due to come down but i don't see any sign of that either...

could it be related to the first test event which is maybe non sporting?
I think it was @dondo who mentioned the grass pitch trays will be rolled out some time next week - and since they need the full length, I imagine the current covering will be removed by then. So, it seems unlikely for a test event.

There's a hell of a lot of work to do though with two and a half months before the Liverpool game but the whole site is an absolute hive of activity.
I look at the live cams, and I don't know how they will get the placed cleaned up in time for the first match, let alone finish the construction. Going to be a mad scramble getting everything in place.

Yeah, someone said a few days ago that the remaining cranes inside the stadium will be getting dismantled in the next 10 days, so I imagine they'll be bringing in some big vehicles to remove them.

Yes, the number of flats was increased, as part of the deal with Haringey to make the overall NDP viable again after the financial crash. But that formed part of the main planning application, which gave detailed consent for Phases 1 & 2 and outline consent for Phase 3.

The hotel proposal has the same status as the flats: outline consent. The hotel market is more volatile than the residential market, so there was a period when the club thought the hotel would not be viable, i.e., would not attract a development partner, and they were considering replacing it with a different use.

That may still happen, but the hotel and the flats have outline planning consent. The way outline planning consent works, the planning authority lists the aspects and details of the scheme that have not yet been finalised or designed in detail. They are called "reserved matters" and they have to be approved subsequently. That can be in one big application for detailed consent, or it can be in a succession of minor submissions.

The latter approach is usually used when there are only a few design aspects unresolved. In this case, there are very few details at all in the outline consent, just the number of flats, which you would expect to be set out in an outline consent, the existence of a hotel and a number of drawings that are non-binding: for illustrative purposes only.

Months of design work will be required to turn the outline scheme for Phase 3 into an application for detailed planning consent.

I wouldn't call the residential development a "guaranteed money spinner". The market has stalled., in part as a result of Brexit, because oligarchs are not pouring as much dodgy money into London so they can launder it. That affects the whole market. There are few homes being sold and fewer being started - the development we see everywhere consists of schemes that were approved and under construction before the market hiccuped.

THFC has a great advantage, which is that it already owns the land, so whatever flats it develops will be profitable. But they have made assumptions for how profitable and those assumptions are being scaled back as we speak. The importance of that profit is that it will be used to reduce the scale of borrowing on the stadium when they refinance it.

I don't know what you mean by "the High Road could take 5-10 years". What about the High Road? There's no THFC development there that will take another 5 years.

The flats have outline planning consent with reserved matters but the hotel has full planning consent.

“Proposed demolition and comprehensive phased redevelopment for stadium (Class D2) with hotel (Class C1), Tottenham Experience (sui generis), sports centre (Class D2); community (Class D1) and / or offices (Class B1); housing (Class C3); and health centre (Class D1) together with associated facilities including the construction of new and altered roads, footways; public and private open spaces; landscaping and related works. That is where you are wrong.

The cockerel is going to be one of those helium filled foil balloons that will be tied to the pole on the end of the sky walk.

Fernando Llorente will change it every two weeks.

The NWHL must have a cockerel standing proudly over it, as it has done for most of our existence. Stuff spoiling a photo opportunity, couldn’t care less. And what a great location above the home end and resting place of Sir Bill!... assuming it’s true of course.

Not sure where it is, but we could just put up a few industrial units to keep and rent out or sell. Should pay for a new player’s wages for a few weeks!
It’s between Costco and Ikea on the a406. if we own it, it would be a good opportunity for OOT retail tenants like B&Q or Decathlon.

B&Q are closing stores at the moment but I get where your coming from. A retail park would be good, not as good as industrial units but still worth pursuing if it helped us buy a player or pay some wages.

Live stream 6 has gone down, there is a mobile crane inside at the north end so maybe they are starting to take the cranes at the north end down soon.

The SE crane within the stadium is currently being de-bonered.

That’s the NW end, not the SE. Unless you’re talking about a different crane. Also explains why they covered up the north end of the NFL pitch since they’re driving heavy vehicles through there at the moment.
