I believe they both are - at least in part:

The cost, which was reported by the Las Vegas Sun from stadium authority documents, comes from $850 million provided by the Raiders, another $750 million from public funding, which are the county's hotel room taxes, plus $200 million from the NFL's "G4" loan program.

Los Angeles Rams owner Stan Kroenke and his wife, Ann Walton Kroenke, are investing $1.6 billion in the team’s new Inglewood stadium, a project that now costs in excess of $4 billion. The information was provided by finance sources after banks met earlier this month to arrange a $2.25 billion loan for the construction.

Let's hope Stan and Ann feel the need to sell Aubameyang, Lacazette and Ramsey to help finance their LA Rams investment :ROFLMAO:

Agreed on the "warchest" i think we all know that now
on the stadium it could of been handled in other ways especially the "Rumours" that had been floating around for a few months it would never be ready for liverpool game and they were so confident it would be and then it turns out those rumours are true..... i think we would be better off just saying Wembley for the season as we will already be having to play the CL games there after the latest club statement i highly doubt they will let us break the rules on two grounds
The club have told us that the issues that have caused the delay were found the day they were announced to us. The rumours that have been going on for months are just that, rumours. This has confirmed none of them.

We've just confirmed first home game of the group stage at Wembley, but none others, so it would appear that UEFA are happy to let us play in two different stadiums, and we still are hopeful of being in in October.

We have agreed with UEFA that the first home matchday of this season’s Champions League group stage, scheduled on either matchday one (week commencing 17 September) or matchday two (week commencing 1 October), will be staged at Wembley Stadium.

Both matchdays are due to take place between our two Premier League home fixtures against Liverpool (Saturday 15 September) and Cardiff City (Saturday 6 October), which we confirmed last week had been switched to Wembley.

As a further update, should we be drawn at home in Round Three of the Carabao Cup (week commencing 24 September), then we can apply for special dispensation from the EFL board to reverse the fixture or play at a neutral venue as both our new stadium and Wembley are unavailable during this week.

Gold Season Ticket holders registered for the Automatic cup ticketing scheme are advised that this only operates for cup ties played at the new stadium. Therefore, the scheme will not operate for either of the above fixtures and tickets can be purchased individually.

The wembley switch could still fall under the below rule I posted before.

24.06 If, at any time during the season, the UEFA administration deems that, for
whatever reason, a venue may not be fit for staging a match, UEFA may consult
the association and club concerned and ask them to propose an alternative
venue, in accordance with the UEFA requirements. Should such an association and
club not be able to propose an acceptable alternative venue by the deadline set
by the UEFA administration, UEFA may select an alternative, neutral venue. The
club concerned will have to make all the necessary arrangements for the staging
of the match together with the relevant association and local authorities. In both
cases, the costs of staging the match are borne by the home club. The UEFA
administration takes a final decision on alternative match venues in due time.

Might mean we can still say our new stadium is our CL ground if we get away with it just being 1

Not 100% accurate. They said that the extent of the problem hadn't been know till that day. This points to them being aware of a problem and a full investigation had shown the that it would cause a significant delay that day. I know it's semantics but if we start blurring facts people on here blur them more and we end up with people quoting bullshit as gospel.

Case in point about people blurring facts. How many people in this thread have stated that we can't play cl games in more than one stadium?

Yeah paper talk which came from Matt Law who allegedly gets his info sourced from Spurs

https://www.telegraph.co.uk/footbal...ants-150m-tottenham-squad-overhaul-including/

Whether we had £150 mil available is all academic now that the window is closed for England we didn't sell and we didn't buy so we will have to work with what we have .
Just got to get past 31st August now for the Euro transfer window to close and hope we don't lose anybody important i.e Eriksen etc. On the bright side we have three players who played very little last season , Moura , Lamela & Winks hopefully they will add new impetus to the squad, Lamela's run to set up Harry was very encouraging.

I wonder who else applied for the tender, and was their bid the lowest any inside info?

I would have thought all the big boys would have been interested; my mate at Lend Lease said they didn't want to touch it with a barge pole.

If we step back and take a look at how Levy works, he incentivises good performances - our goal-scoring/assist-making/clean-sheet-keeping bonuses are the best in the league.

In the instance that there are not LADs built in to the contract(s) - which I personally don't believe - then I would have thought he would low-ball the contract price and massively incentivise on-time/early delivery. This is just guesswork of course, but he's rarely out of pocket in these situations.

From what i’ve heard from various people in the construction industry, a lot of companies were interested in the contract but did’nt even bid because of the very tight timeframe wanted by the club.

Sorry but if you think kroenke has $8 bn cash sitting in the bank you’re a bit naive. Virtually all his wealth is tied up in various projects.

It's the same with lewis. He's worth $4bn so he can afford to put in £100m for players, forgetting that $1bn of his wealth is spurs most the rest is tavistock and other investments.

They are building 1, by using less than 20% of their net worth.

They can build two - if it were financially worthwhile.*

So, I think one of us is naive, but I don't think its me...

*When people like Kroenke and Levy/Lewis sit down and look at a project like a stadium - the first, and last, question they ask is: Is this financially worthwhile? And that means, they are crunching numbers and making a determination that the stadium will generate sufficient future revenue to justify the upfront investment. Investors at this level are not getting rich by spending a huge sum on an "expense" - they will only move forward if the project is EV+, and meets their risk tolerance.
