Maybe have a rule that a player can only be subbed off late if they're injured, and to prove it's serious enough to go off miss the next competitive match. If you've pulled a muscle or worse you'll miss games anyway and if not then battle through the last 3 or so minutes

Not sure that's realistic to be honest. You wouldn't be able to enforce it because you can't prove someone was injured or not and ban them for the next game

Think because of injuries this isn’t a workable plan.

Simply letting the ref know how much extra time to add when a sub is made solves this minor issue.

I like the idea of stopping the clock every time the ball isn't actually in play. IE: goal kicks, throw ins, corner kicks and free kicks. Once the ref blows his whistle, stop the clock and restart it when he next blows. Get a full 90 minutes out of the match instead of the 60 that is apparently all they play.

As others have said, just stop the clock for substitutions. Maybe even do it all game long, but at least in extra time.

There would be no benefit to spending two minutes per substitution cause the time isn't running down anyway. And if for some reason a team chooses to do that, just card the player and/or the manager for unsportsmanlike behaviour.

Unless its for an obvious injury after 90 minutes ticks and they show added time just add an 1 and half minutes extra per substitution plus the time it takes their player to leave the pitch.

Also if the player going off is on the far side of the pitch make him walk off that way and right around the pitch perimeter.

They should get medieval on throw-ins too IMHO so much dawdling goes on with those not to mention how many are actually foul throws.

I'd also get rid of the 5th officials behind the goal (who do nothing) and have them running as lino's on the opposite side of the pitch (although I suppose that may increase the chances of lino's not taking ownership of a decision)

I'd card the player going off and the player coming on, the one going off has an incentive to leave quickly especially if he's already on a yellow and carding the replacement well eventually he's going to get fed up missing games through totting up just to play 5 minutes of football, any yellows picked up for time wasting should count double on a players totting up sheet or whatever rules are in place for specific tournaments.

We've been discussing already what a good idea it would be to have the timekeeping rules changed ditto American sports.

Now reading all posts in this thread, it dawned on me that injury time is the proper piece to experiment with. Stopping the clock just for the injury time (at first) would definitely add to the drama, with set-pieces getting even more important, specialist substitutions (e.g. free-kick maestro in, goalkeeper out) etc. When every second count it would be spectacular.

In turn, this experiment would give a preview of what the game could be with two 30-minute periods of effective playing time.

I'd like to see a seperate man managing the clock. Every time the ball goes dead, or game stops he stops the clock. It wouldnt matter if they took 5 minutes to crawl to the opposite sideline to come off for a sub then.

This happens a ton and they blow the whistle before the full 3 mins anyway even with a sub. Too many time they blow at 92:55 or 92:56. Granted, a few seconds is t going to do anything whatsoever but it just goes to show that they dont give the full stoppage time all the time to begin with, let alone adding time for a sub. The only times they ever add meaningful time to stoppage is in the case of an injury during stoppage.

when the put the board up, it's meant to be up to 3 mins and 3 mins max unless something happens to add more. unfortunately they don't have boards to add the seconds, so if the ref has stopped his watch for 2:56 seconds that is what he will call over to the 4th official, they put 3mins and he calls it as close to his time

Maybe just stop the clock if the balls not in play, and add 30 seconds for a substitution.

What they should be doing is making sure the refs actually enforce the extra time added for time wasting and subs during injury time. Too many times do you get 3 mins of injury time ending on the dot despite a sub being made during that period and wasting a good 30 seconds.
Exactly. Time added on is "a minimum of..."

Just do the same as in Aussie rules, no stopping of the game, 1 off, 1 on. they manage to make 15 or so subs per game this way, with no problems.

It also means the oppo's manager has to be on his toes a bit more with tactics.
