All credit to Wenger for what he did at Arsenal (he revolutionized English football in a few ways too) but the EPL is a much tougher competition now-a-days than back then. Now - after their new found wealth - Chelski and Man City are constant top-teams, and with Liverpool being back from their decades of slump (ok, they did win the CL), there now are 6 teams constantly being top-contenders (Spurs, Arsenal, Chelski, Liverpool, Man City, Man U) season after season whereas back then Arsenal basically only had Fergie's Man U to keep behind them, plus occasionally a team - a bit like the Leicester team who beat Spurs to the title 2 seasons ago - that "strikers luck".
What's not said enough is that Wenger had a well-defined defence that he inherited and when those players left entirely, their defence and his success waned. As you state, when he came there was only Man Utd to compete against.
