If the 'final say' is a variation on "OK, boss", "Yes, sir" or "Fine", then yes, he has the final say.

You could almost hear Levy's gun clicking as it jammed into Poch's spine during that interview......"stick to the script Mauricio and everything will be juuuuust fine"

Poch: I would like to bring in schneiderlin.
Levy: He's too expensive, you can either have Stambouli or nothing, it's up to you.
Poch: Ok I'll have Stambouli.

That's poch having the final say.

An attentive reading of the article reveals that he is not suggesting that he has a final say in what targets we pursue. He is mainly saying that he won't be forced to accept players he doesn't want. That's plausible enough. But everyone is posting as if the article is claiming that Pochettino can draw up a wish list and Levy will go out and buy everyone on it. That's not plausible and it's not what the article says.

"if you bring in some players here and I don't know them, then maybe it is not that they are bad players but the feeling with the coaching staff or the manager is important."

Maybe he's been speaking with AVB. This certainly seems to mirror AVB's complaints a few hours before he left by mutual consent - about players being at the club that he didn't want.

I can imagine that our transfer approach in the past has been one of contingency planning, due to the turnover of managers. It's also probably contributed to that high turnover. Hopefully the five-year contract Pochettino has is a sign that Levy has faith in him, and will trust his judgement this summer.

rumour has it………….
levy's a top class business man, but when it comes to football he aint got a fucking clue…..
14 years and 1 league cup
7 managers sacked and he still wants to proceed with the european model which includes a director of football
Baldini has been a disaster
Poch took the job knowing the rules, so has he seen already what levy has in mind to bring in, and thought enough is enough
one thing is for sure …. Poch was a centre-half as a player and our defence is a shambles
big summer again for mr.levy and his puppet

More than that, I interpret what he says as him believing that he should have the final say, that it is important - otherwise things won't work. He doesn't actually say that he has the final say.
