If it's true and he's coming to us, surely he's not leaving Barcelona B to come and play for our under 21s ?
He doesn't even play for Barcelona B because he refused to sign a new deal.

Info from La Liga follower and Spurs fan Andrew Gaffney

Spurs are very close to signing one of Barcelona's Juvenil A star players, Riqui Puig. The youngster has plenty of offers on the table, including a place with Barça B, but Pochettino is a huge fan and the player is tempted by the project at Tottenham

Puig shone in the UEFA Youth League and later made his debut with Barça B. After learning of interest from others teams, and the player's refusal to sign a new deal, he was reduced to a minimal role with the Juvenil A side (U19). Looks set to leave this summer.

As for what he's like, on the admittedly limited times I've watched him, there's an air of Iniesta about him. Physically he's a little weak - remember the kid is still only 18 - but is (naturally) fantastic on the ball, dictates the tempo and can link midfield to attack.

But that's what I mean - the offer was there for him to play for Barcelona B in a competitive 'mens' league with a clear pathway of eventually playing for the Barcelona first team?

Yeah but Barcelona are a bit fucked atm because they seemed to have stopped playing academy players.

Their fans are not happy on Twitter. This is adding to a real trend of them letting their best academy prospects go. Combined with the Dembele rumours, they’re very upset.

Begs the question, why would he leave there and come to us?
Seems a little bit like a Foyth level Pochettino pet project. Sit 3rd/4th choice, train with the first team, and after a season or two make a claim.

Poch did say he had some “crazy ideas” to push us to the next level. Maybe buying this guy and putting him straight into the first team squad is one of them.
