No as Im aware that is the fine is CL money held back but that could change depending on situation in the next week. Worth remembering that this has nothing to do with UEFA now, its ex lawyers and judges and accountants handing out punishments.
Okay, so it is not CL money held back, then, it is a fine. And in this case as i understand it the Club itself does not have to pay, the owner can pay it himself if he wishes

Given that the owner of City is worth approx 300 to 500 Billion, 50M to him is not that much, and it is kept off City's balance sheet so will not effect future FFP performance (assuming the Sheik does indeed decide to pay it himself).

Played in a 7-a-side game with Frimpong years ago when he was about 15. I was working in Barnet at the time and a mate of mine that I worked with was a close family friend of his. Physically he was a little monster, never stopped running and was as strong as a bull for his age. Other than that he was pretty average. He kept trying to take everyone on, despite not having amazing skills (my mate was better on the ball than him and he only played amateur), and his touch was poor. Kept trying to shoot from everywhere too and just smashed it over/wide most of the time, albeit he did get a couple of screamers in eventually. He was really full of himself and I honestly couldn't believe that he was on Arsenal's books. I thought my mate was making it up at the time as I'd never heard of him. You could tell he was a footballer because of his ability for his age and physicality, but I thought he was on the books of a team like Enfield, not Arsenal.

Immobile to Dortmund apparently with Atletico looking at him as well

Gotze should never have left Dortmund. He's absolutely brilliant and deserves to be a key player - not a back-up.

Would love to take him on loan. Not outside the realms of possibility.

Well...yeah. I meant that he's still young and if he needs games, but Bayern want to retain his services long-term, then a loan might be great for all parties concerned. Now Lukaku isn't on the same level as Goetze, arguably, but Chelsea could have used him this season, but decided to loan out. Bayern are stacked in attacking options, so I can see (hope) Goetze or Shaqiri having a spell away from the club seeing as at their age they need consistent playing time. Can't see either of them playing second fiddle to Robben or Ribery for long - maybe we could see one of those leaving instead.

Bournemouth are owed 25 percent of any fee for Lallana BTW. I have a sneaky feeling this fact could lift the fee demanded by Saints above what we're willing to pay. Thats just my own hunch though.

I certainly can't see Saints signing off on a deal before the World Cup where, if Lallana plays well, his value could rise significantly.

No, the "fine" is withholding of prize money totalling around £50m, rather than UEFA saying "stump up". Given FFP is assessed on losses over 3 years and the limit of monetary input from an owner is less than £50m it means Man City have to make it up somewhere by spending less.
