I don't understand it either but the PL website has him very clearly listed as homegrown...Wki has him playing for a Scottish club until aged 19 before transferring to Wigan, so can't see how he can be 'homegrown' as defined - being registered with a club registered with The FA for 3 years before aged 21.

Saw some mention of Praet who came to mind for me but, and slightly left field, what about his team mate Tielemans?
A CM by trade, but he's a kid developing his body. Very, very complete player who will get quicker in a foot race over the coming seasons. Hell, buy them both in a double deal from Anderlecht and send Dembele the other way.
Sorry - nothing personal. I just hate the 'buy all the players' mentality.
Bentaleb and Mason were fantastic last season in their first full years, and did enough to be backed like Rose and Kane were last season. Alli looks a fantastic addition and Stambouli looked perfectly competent during the ACN. If there's an exceptional CM prospect out there, lets get him. But not scraping the barrel for overpriced journeymen like McCarthy...
