Good news for the Welsh regions.
Less good news for any Welsh players who want to earn more money. And particularly bad news for Rhys Webb.
But at least it seems to be fairly clear and doesn't have all the 'market value' nonsense loopholes from before. I just hope it leads to the regions becoming stronger rather than all the players just leaving Wales anyway and abandoning the national team.
