Apparently, there is housing near to northern stand (the small stand) and it may have been built like that to allow sunlight to reach the houses.

The northern end of the stadium, due to its proximity to local housing, incorporates only the lower tier of the bowl. The North Stand is to be the away stand for football internationals. The smaller teams have a much bigger chance of getting points and make history (like today with Gibraltar)
And the big teams plays each other and most of these games are good to watch
