Toby is a centre back, Mousa is a central midfielder. Midfielders generally decline before defenders anyway, as they play in a much more physically demanding position, and that's before you get into Dembele's injury problems.Of course, just 730 days older than Toby means that Mousa is past it, whereas Toby...isn't. Riiiight.

Toby has at least 4 years left at the top level, how long for Dembele?
Mousa played a hell of a lot of football last season for someone who is often described as injury plagued. If Winks can get fit and share a good part of the load Mousa will be a fantastic asset. If he wants a 3 year deal (or whatever) I'd say that the extra few million would be worth it, even if he hardly plays the last year, when you consider what that money actually buys you in a transfer.
Edit; The caveat for all of this is if somebody comes in with a big bid for him, but with no summer reinforcements I'd still keep him. If we could get CL again we'd come out on top.
