Should the Summer Transfer Window close before the Premier League season starts?

Couldn't we do a for sale list like they do in Germany? If the player isn't on the list then they can't be sold.

So we would still be able to buy from abroad then. Would foreign clubs not think that was unacceptable? Can the Premier league bring in a rule like that other than between it's own clubs?

No, that's not what I mean. They're thinking of changing the rules so that the premier league window shuts before the transfer window for the rest of Europe. I'm suggesting that once our window shuts each team should submit a list of players that are available for sale to the other European teams. If a player isn't on that list then they can't be sold which should stop the likes of Barca and Real raiding our clubs once the window shuts here. There's something like this in place in Germany already, but I think it only comes into effect on the last day of the transfer window.

I voted "No" but simply because we won't get the benefit of late European deals and it also leaves us vunerable to teams presumably being able to buy off us once the window in England closes.

I would be totally up for the entire European window closing at the end of the first week of August, but not soley the Premier League. Benefits don't out-weigh the negatives.
