Indeed, they're actually very different to each other: hurricanes form at sea, whereas tornaodes form on land; hurricanes are hundreds of miles across, tornadoes no more than a few hundred metres; hurricanes can last days, tornadoes blow themselves out in hours; windspeeds in hurricanes are about half the speed of tornadoes, etc, etc.

But it's difficult to depict a hurricane as a cartoon in a small space, so a tornado is a good substitute in that they're both spinny, windy things (that's the specific scientific terminology, by the way).

A cyclone, hurricane, and typhoon are all the same and are only called different things based on where they form.

A tornado is much different.
