You must usually have lived in the UK for five years. The Home Office can make exceptions to that. Just as they did for Aurier last year with his work permit who wouldn't usually be eligible due to being a serious and violent criminal.Not eligible is he? "Usually" is the phrase used on the government's website which does suggest there can be exceptions. I'm not convinced one would be granted here mind.Are you sure they can do that in the case of citizenships though? Granting someone a temporary visa is very different to granting someone full citizenship.

Unless he wanted to just say no if he had the security of citizenship elsewhere - but it'd mean not going back to Korea and I find it highly unlikely.I just had a look and actually it doesn't matter. Apparently if you're born a dual national you have to choose your nationality by your 18th birthday. If you take on a second nationality after you turn 18 it doesn't exempt you from military service.
