If he is so highly rated I wonder why he is less than £20m?

I'm not one of those who has irrational rage because we're not getting the most expensive option we possibly can to replace Hugo, but it's intriguing that Empoli aren't trying to fleece us, because that is what foreign teams regularly try to do when their prize assets at targeted by prem teams.
Because Italian clubs are broke. Especially mid table Italian clubs like Empoli.

Because he is a late bloomer. And he is at a not so fancy yo yo club of Serie A.
Bayern bid 20m€ in Jan, their chairman wanted 30m€. Bayern walked away. Now, it seems we are getting the same 20m€ bid through in summer.

Also it's actually reassuring to move onto a different target (who fits the same profile as our supposed main target) quickly and decisively when we are being dicked about by a selling club. We've dragged out transfer sagas way too often and I think it unsettles the team particularly in pre-season
That's a good point actually.

The amount of player turnover required this off season is going to be high so it perhaps points to a more thorough recruitment plan than in previous years being bogged down in protracted transfers but it goes without saying, the proof is in the pudding.

People complain about us lacking a plan and conviction, we are scouting and making decisions based upon statistical analysis.

This signing aligns with that plan. So there is something to take from that.

It's also quite wierd seeing Italian fans calling us a big club.

So... let me get this right ?? ... we have verbally agreed terms with both Vicario and Raya... but we haven't bid for any of them yet... ? ... or ? ...

I don’t follow Empoli but I have watched them a number of times each season as I regularly watch Seria A and he’s always impressed me tbh. He certainly looks like a keeper who could and should be playing for a bigger team. That being said I’m a little surprised if he’s our chosen replacement for Hugo. Not that he’s bad at all, but I guess I would have expected us to go for someone a little younger if we weren’t going to go for a HG keeper. Yes 26 is still young for a keeper but still.

How much better he could get I don’t know, he’s not currently an elite keeper and I’m not sure he ever will be but I also don’t think Raya is necessarily an elite keeper ether. All things being considered as much as it might have been nice to splash out on an exceptional keeper I actually think this could be a very savvy buy especially for the price quoted. And if he does actually develop I think he could be very good indeed.

My only real concern is that he’s not HG and it would have been really convenient to get a HG starting keeper. Tbh until this gets done and dusted I still wouldn’t be surprised if we get Raya last minute but if we end up with Vicario for €17 mil I’d be pretty happy.

Actually think this is smart from Spurs for several reasons. Yes Raya was 1st choice, but if Brentford are not selling at the price we think he's worth, we have to move on rather than have a long drawn out transfer window. Never seen or heard of this guy, but I'd never heard of half the players Brighton bring in and would love some signings like that. It might also allow us to spend the money saved from raya on someone like Maddison!
