Forming a PL team from the lower leagues

After watching Dele Alli’s performances this season, I’ve been thinking about the talent available in lower league football.

It’s led me to pose this question:

If you had no restrictions in choosing players from any team in an English league, outside of the Premier League, could you form a 25-man squad that would finish in the top-half of the Premier League?

Essentially, are there 25 players out of 1000s who could do a job for you?

Up until January I would have had Ryan Donaldson of Cambridge Utd on the right flank of a "lower league team".
He's been shit since they played Man Utd in the FA Cup though.

Watford is already proving that you can do well. I'm sure it could be done, particularly from the Championship and League 1.

I guess the main problem is the expensive price tags of some of these players; PL clubs don't want to take the risk, when they can get an over-seas player with EL or CL experience, for the same price.

Bradley Dack, a midfielder at Gillingham, is attracting the interest of both Spurs & Palace apparently. Have seen him play a few times, & he looks ready to step up at least a division.

Is managed by former Spur Justin Edinburgh at the Gills.
