a plan in my eyes would be a list of potential managers' pros and cons, who fit in with the ethos of the club and the direction we want to head, not to mention a style in keeping with the way we wanted the last manager to play!

They did seem to be operating in a logical way - just not in retrospect the best way (although who is to say). Mourinho made sense and was very expensive, same with Conte. Espirito Santo was clearly not done to appease the fans (and was a strange botch probably due to Paratici coming in and the lack of options).
You're projecting onto them and interpreting events in a way that may not match reality. Who is to say that hiring Paratici was not part of a long term plan? Just because you have a plan, it doesn't mean that it'll work.
I agree we've been reactive recently but that is actually only a relatively short period and sometimes you don't have a choice. You make a plan to ascend the mountain, but once you're half way up you need to react to what is happening.
