I wonder if the levy haters will see this for what it is: levy doing something proactive with a view to taking the club forward while simultaneously supporting the manager and his needs.

No, they'll probably just say 'the bastard bald **** is still trying to find ways to do things cheaply'.

No its just Levy putting in another fall guy so the blame isn't put at his door when it all goes wrong.;)

So from what i understand

Mitchell will head analysis of our players from youth all the way up to senior as well as scouting with his impressive array of computers/tech.

Broomfield will take care of actual/physical scouting . Maybe sending reports to Mitchell to further extrapolate on any given player or maybe Mitchell sends Broomfield info on a player and ask for a scout report to correlate info.

Baldini gets reports from Mitchell/Broomfield about players, checks in with Poch about findings and what he might need to improve on. Baldini lets Levy know that Poch/ Broomfield/ Mitchell had agreed and scouted said player and are in agreement that they should acquire said player. Levy does the right thing and buys a different player who happens to be cheaper?

If that's the case Baldini's title should change from D.O.F to L.O.L.
Lacky Of Levy.
No point in him being here. Get the tea lady to pass the messages on instead.

More on Mitchell by Sherwood's mate Hytner.

Nothing new really.
The winger [Lamela] followed Baldini from Roma for £30m – a Tottenham record – but the manager at the time, André Villas-Boas, did not start him in the league for almost three months. Lamela told the Observer he had not been injured during the period. The situation became an embarrassment for Baldini, although Lamela has picked up under Mauricio Pochettino this season.

Baldini trades – and hopes to continue to trade at Tottenham – on his extensive network of contacts and, by and large, he has signed talented players. But, for a variety of reasons, they have not all been able to fit into the playing system under either Villas-Boas, Tim Sherwood, who took charge from December to May, or Pochettino.

Soldado, for instance, has not looked comfortable in English football as the lone striker in the formation favoured by Villas-Boas and Pochettino. The overall impression is that of a lack of joined-up thinking.
...
Mitchell’s contract, in line with many football executives, contains a six-month notice period so if Southampton were not happy with Tottenham’s offer of compensation they could hold on to him for the remainder of the season or place him on gardening leave. It is unlikely to come to that.

Mitchell is set to link up with Tottenham’s international scout, Ian Broomfield, and he is ready for his new challenge.

Over 12 years since he took over and he's restructuring the club for the umpteenth time.

I haven't lost all hope but with so many repeated mistakes it's unlikely he'll suddenly figure out what is best for the club.
