From piecing together the snippets I'd guess we actually have the deal done with Madrid and paperwork is sent to FA. We are now - perhaps cheekily - trying to get VDV to agree terms, which if we can then the deal will be processed, if not then it gets cancelled/withdrawn/whatever.
I have no idea of the legal or ethical implications of that status and, of course, have made it all up. But it might fit the facts.

All we have to do is agree in principal subject to medical and agreeing terms with the player.
For all we know Levy may have been working on this deal all day, or all week for that matter. Every ITK has missed it, whether on purpose to cover the deal or because they were being fed wrong info.
