Our PR team are very anal and usually only announce transfers on the hour unless we’re very lucky and it might be on 15, 30 or 45 minutes.

He would have to have signed and been registered yesterday by noon for that. Honestly if he has signed I doubt the media dept is in any rush and just monitoring the other major announcements today to see when they think will give them the biggest bang for their buck.

He cannot be in the squad. For that to happen he had to be registered at the FA by midday yesterday.

Or perhaps the real reason is, he wasn't signed by the deadline to be eligible to play tonight.

Pretty sure the whole point of a register is for reference. If he was registered we'd have heard about it as people would have access to it.
