There is relevance there so I don't want to knock it but it only goes so far as the two parties are involved need to care. Perhaps Man City are paying that entire fee up front as they mostly did with us and Walker. Clubs will often accept less in that case because they can negotiate other deals easier. If we pay less up front they may want more over longer period because they will have less on hand to go get their replacement, etc. It is also entirely possible the leaked big number fee is wrong, happens a lot. Lyon won't care what Jorginho went for, they will only care about how much they think they can make us, or whomever, pay. Same reason Levy may hold out for big money on Dembele or Toby. If he thinks someone will pay it why accept less until it is clear nobody will?
