It was basically released to the press:

Levy getting this one done before the weekend so he’s got a full weekend of mind fucking Inter Milan into giving us Skriniar 25% below their asking price. You simply must respect it.

So 3mio fee and then an additional 42mio option to buy him outright (45mio less the loan fee).

Great news and great deal (for us at least)

Benfica has just made the departure on loan from Carlos Vinicius to Tottenham, in a deal of 3 million euros. The purchase option turns out to be 45 million euros, but, if it is made, the amount paid by the Spurs for the assignment will be reduced

Has... has levy done it again?

Levy has had a blinder of a window. We finally have our second striker. One more piece of the puzzle left in my opinion.

Massive props to Levy, incredible window even if we don't land Skriniar. If someone had told you in June that we'd sign Jose's first choice DM, RB, and striker plus Reguilon and Bale you'd have said it was an absolute 10/10 window. Regardless of what happens with Skriniar we've set ourselves up for success this season, beyond what anyone could have expected under the circumstances.
