Any further clubs breaking rules can expect points deduction , although not part of PL rules the Independent Commission seem to be using EFL rules as some sort of benchmark of where to start i,e 12 points and this was referred to in the original Everton case.
The commission are not bound by this but the original Everton claim that a fine was adequate looks a bit hollow compared to the other leagues, if they do get relegated and breach the rule again, it will be 12 points deducted.
On 17 September 2018 the EFL approved sanctioning guidelines for breaches of its P&S regime. Those guidelines presume that a sporting sanction in the form of a points deduction is appropriate in all cases. The starting point is a sanction of 12 points that is reduced (potentially to zero) to reflect the quantum of the P&S breach and other mitigating factors.
