It's tough, AM, because, as I have explained in my post above^^^^ (that no-one saying it isn't tough seems to have bothered reading), a lot of what you are talking about with Bale is proven ability, and proven ability is not potential. The OP asked which of the 4 had more potential, not which of them had the most proven ability, or the most proven ability and potential combined. Bale has room for improvement, and that is what I would now class as his potential.
If I was asked who will be the best player, I would probably go for Bale...but even that, as someone suggests above, is to do with his glam factor.
Personally I think the OP is asking who is going to be the better player when all is set and done. (notice how he says he feels Walker will be worth more than Bale in a couple of years)
I think you are focusing too much on the semantics and taking them too literally.
Bale is further down his development than Sandro so yes perhaps it can be argued that Sandro has further room for improvement.
But then Sandro is also already a very good player so one could argue a 12 year old has more potential to develop than him (as they are not anywhere near as good now)
I feel the question, or should I say my understanding of the question is that it means who when all is set and done will be the best player (out of those listed) not which player can improve the most.
