Barcelona have told Moriba that they have reached an agreement with Spurs

Sport are reporting this evening (7pm UK time) that Tottenham have reached an agreement with Barcelona over the transfer of Moriba.
Spurs will pay Barcelona an initial transfer fee of €15 million (£12.85m) for the teenage central midfielder.

Sounds like any holdup in this deal is down to Moriba's agents/family members. Since the rules on family members as agents are about to be changed, I guess it stands to reason they're trying to squeeze as much out of it as they can since I don't suppose they have any other 'clients'. Hopefully we can iron it all out.
