I applied for tickets for the UEFA Cup final the year we were knocked out by Sevilla (and the ref), I assume the process is the same. Link comes up on the website, you fill out your particulars and send them back to UEFA, who then do a random draw.

Well everything in that article suggests that it's in March, so I wouldn't have thought so...

I got two tickets for the UEFA CUp Final that year, Rangers were beaten in the final. I am not a tout, but I sold the tickets to the final to a Ranger fan and made a few pound out of it. I think if i got tickets for this one I'd go regardles unless I knew a fan of one of the opposing teams - I'd have to give the ticket to them.

i applied thorugh uefa for euro tickets (following erm England) its quite a good way so im hope im lucky again

I don't have a problem with touts, it's just supply and demand, it's not even illegal for anything other than football.
