Definition of 'Tapping up?'

Does anyone understand how the authorities actually define 'tapping up?' The reason i ask is that there seems to be a trend of large clubs talking publically about their 'targets' from the transfer market and i idont understand why UEFA FIFA or whoever the f is supposed to be regulating football doesnt put a stop to it, because as i see it, its akin to testing the water to see if a player is interested in coming. (I used to like Benitez, and I actually like Liverpool as a club but the good will is evaporating). Rather than Sepp Blatter (maybe Blather would be better) waffling on about player power why doesnt he actually do something for fottball and implement some clear 'Dos and Donts' for transfer procedures?:evil:

It happens in the game too much now, look at carick to man u afew seasons back, Berbatov being linked to Man U again, Ronaldo to Real.... and probably happens to alot of other ones that dont get so much press!

I define it as "accidentally" copying the employee in question in on an email enquiry....

I used to think of Liverpool as the lesser of 4 evils due to being related to a couple of Liverpool fans, but they really have sunk a few levels over the past 12 months. Their owners have been attacking each other and undermining Rick Parry in public and now they have resorted to underhand tactics in their transfer policy. My soft-spot of old has given way to a burgeoning hatred that is growing by the week.

Seems no clubs have any class anymore. At least the BBC is confident of us holding onto Keane tho.
