It's all part of one play, the only rule on a penalty in a shoot-out is that the taker only gets one kick. Definitely should not be disallowed.

The ball is in play during a penalty until it goes out of play or the ball loses all its momentum.

Agree there, but we'll have to delete all the videos first, but who'll remember this in about 20 years?
