Doesn't seem like too many people know much about this subject. Maybe RickyVilla's response was spot on. I was just very curious what they do to enforce bans.

In the cold months with hats and scarves nobody will get spotted.

The only way is making them report to a local police station. However. So you think the police have the time and inclination to do something if a miscreant fails to turn up?
