It sounds to me that England F.A. need to do some sorting out as to whether Harry plays for the U 21's or the senior squad.
Spurs should insist that he only plays for EITHER the senior squad OR the U 21's, but NOT BOTH.
I suppose I see the U 21's as the best place for him because he is still relatively inexperienced and the U 21's are set up more for future development, plus there is less pressure while he learns there. Also there is more chance for him to develop confidence from being in a team leadership role and scoring goals.

Let him play for England. It's best for everyone. He hasn't played that many games this season anyway.

And to add onto an awful week for Spurs, the one player most in need of rest gets called up for senior qualifiers by an awful manager who will probably not play him.

I kind of agree, but It probably doesn't matter too much right now. The U21's are playing two fixtures at the same time as the senior squad at the end of the month so he'll probably get less game time with the seniors.

The plan is probably to get him into the senior squad for these two games, then play him in the U21s for the final time in the tournament. Considering he helped get them there and probably wants to play in the tournament that's fair enough. Next season he'll just be considered a senior.

It's a tricky one, on the one hand he's only been a regular in the squad since November, so is burn out an issue?
On the other, if he stays in the under 21's will he boss it and not really learn anything he didn't know about himself already, whereas in the senior squad he will be around experienced players who could teach him about temperament and attitude at that level.
