Plans to transform Tottenham with thousands of new homes, open space and leisure facilities have been agreed.

A design masterplan framework for the High Road West area, setting out expansive public spaces, 1,200 homes, and revamped transport links, was agreed by Haringey Council’s cabinet this week.

In consultation on the proposals, the council says nearly 85% of residents living on the Love Lane Estate – and 69% of everyone who responded – backed plans for modern homes with a mix of family-sized houses with gardens and maisonettes with private courtyards.

More than three quarters of people who responded backed a revamped White Hart Lane Station, with added support for plans for new business space, access to long-term employment opportunities and a major new public square.

The 5,000sqm square will see an amphitheatre for community events and a new library and enterprise centre, surrounded by cafés, bars and restaurants developed.

All secure council tenants on the Love Lane Estate will be guaranteed a home at a social rent in the new development, with the council aiming to phase the work so residents only have to make one move – with their neighbours – into their new home.

Despite the approval, Tottenham Hotspur's plans to redevelop its stadium, which is central to the regeneration, remain in limbo. The club face an appeal from the last remaining business blocking its plans in January.

Spurs won a compulsory purchase order to force Archway Sheet Metalworks to sell up but the firm challenged the edict. The company's premises, which sit opposite the White Hart Lane stadium on Paxton Road, were badly damaged in a fire November, which the police have said was arson.

The approved public square and amphitheatre will sit opposite Spurs’ new stadium, should it ever be built, which the club has said will become "the heart of north Tottenham's community life" and double as its version of 'Wembley Way'.

Councillor Alan Strickland, Cabinet Member for Housing and Regeneration, said: “This is such an important step in the regeneration of Tottenham and I’m pleased to have the support of hundreds of residents as we reach this milestone.

“These plans are significant – a big step towards improving the lives of local families and giving them the high-quality, modern homes they deserve.

“We’ve listened closely to residents and traders during the last few years as these proposals have taken shape, and I’m pleased that first-class new public spaces are alongside plans for new housing.

“With the backing of local people, we have a once-in-a-generation chance to transform the opportunities for people in Tottenham. These plans will help us seize that opportunity.”

The council will now work to secure a development partner for the project, which is subject to planning permission.
